This is incorrect. Making small changes to an artwork does not make it a new artwork. If it is too similar to the original artwork it is still a breach of copyright law and cannot be used without written permission from the person who made the original artwork. People's work is automatically protected by copyright law which means they do not have to apply to have it protected.
